Site Upgrades and Road Realignment - Lynnterm - Project Permit No. 17-154-2 - Extension to the Expiry Date

The Permit Holder proposes to carry out physical activities related to the completion of site upgrades at Lynnterm up until June 30, 2020. This would require an extension to the approved Site Upgrades and Road Realignment - Lynnterm project permit (PER No. 17-154), which has an expiry date of February 28, 2020.

The extension is being requested as a result of project scheduling delays. The scope of works that would be completed during the extended period are specific to the new storage yard and include the installation of utilities (Hydro, telecommunications, water and storm), subgrade preparation, placement of granular base materials and paving. Works also include the installation of two reduced pressure backflow assemblies, meters, and associated piping at the northwest corner of the site and the southwest corner of Mountain Highway and Columbia Street.

Site Upgrades and Road Realignment – Lynnterm – Extension to the Expiry Date - North Vancouver B.C.

March 18, 2020 – The Vancouver Fraser Port Authority has determined that the extension to the Expiry Date of Project Permit PER No. 17-154, to allow for physical activities related to the completion of the project works to be carried out up until June 30, 2020, is not likely to cause significant adverse environmental effects.

This determination was based on a consideration of the following factors:

  • Impacts on rights of Indigenous peoples
  • Indigenous knowledge
  • Community knowledge
  • Comments received from the public
  • Technically and economically feasible mitigation measures

Mitigation measures taken into account for this determination are:

  • Mitigation measures that were part of the project and environmental review of Project Permit PER No. 17-154.

The Vancouver Fraser Port Authority is satisfied that the carrying out of Amendment PER No. 17-154-02 is not likely to cause significant adverse environmental effects.

Therefore, the Vancouver Fraser Port Authority may carry out the project, as amended, exercise any power, perform any duty or function, or provide financial assistance to enable the project, as amended, to be carried out in whole or in part.
