(Lil'wat IR# 10) Poleyard Dike Improvements along Birkenhead River

The Lil'wat Nation plans to upgrade a nominally 700 m long section of the existing Poleyard Dike on the Birkenhead River in Mt. Currie, BC. The upgrade will include 140 m long extension at its upstream end which will tie into a railway embankment. The new dike will be placed at a 4 m setback from the existing dike's waterside crest. The dike upgrade crest will be 4 m wide to allow for vehicle access along the existing dike and upgrade. The dike is partly inside the Lil'wat Nation's Reserve. The project will be completed with input from the Pemberton Valley Diking District. This will provide the maximum amount of protection with the funds available and provide for future upgrades to meet the current guidelines for regulated dikes in BC.

The dike improvement design uses imported and existing fill stripped from the dike, and road base material. Preferred option, uses less volume of imported fill and reduce the amount of stripped material that may need to be removed or distributed around the project site once construction is complete. Dike design and construction generally follow the MFLNRORD's requirements. Design upgrades to the earth dikes consider the composition and configuration of the existing dikes and subgrades. Following completion of the dike construction, disturbed ground, including the landslide slope of the dike shall be capped with the subsoil and topsoil stripped as part of the access improvements. The construction duration is estimated to be between 30 to 40 days.

The dike is not regulated under the Dike Maintenance Act, approval under the Dike Maintenance Act is not required. The dike does not extend to the waterside crest of the existing dike and does not require any environmental permits (Water Sustainability Act Section 11(1) or Fisheries Act 35(2) Authorization). A bird survey is required a minimum of 5 days prior to construction.

In addition to Detailed Construction Program, the contractor shall prepare Construction Environmental Management Plan - Water and Sediment Control Plan, and Site Specific Safety Management Plan.
