The project involves the reconstruction of taxiways Sierra and Echo at the Victoria International Airport.  The project will involve asphalt resurfacing and full depth pavement reconstruction to sections where the existing pavement structures are at or approaching the end of the functional life.  The project includes milling and new asphalt surfacing, full-depth pavement reconstruction, stockpiling on site of excavated materials, storm sewer drainage upgrades, and installation of taxiway lighting.

Site preparation activities will include geo-technical studies, surveys, and environmental impact evaluation. Construction activities will generally occur during normal business hours; however, night work is required for selected operations in vicinity of runway and taxiways to meet operational requirements.  Types of activity include survey, civil work, asphalt milling and paving, excavation, welding, piping, mechanical, electrical, crane work, and general materials handling. 

The project is located airside on the central region of the airport.  The project is fully contained on an existing lease and construction activities are not expected to affect airport operations adversely.  Adjacent public roads may be affected when moving construction materials to the site and will be managed by road traffic flaggers if required.

An Environmental Protection Plan (EPP) has been prepared for the project with Environmental Monitors acting on behalf of the Proponent and Environmental Auditors acting on behalf of VAA.  Indigenous Cultural Monitors will be notified of all ground disturbance activities, and will conduct investigation of subsurface materials during construction.

The public comment period on this project is closed.  The VAA has determined that the proposed project is not likely to cause significant adverse environmental effects.

This determination was based on a consideration of the following factors:

  • Impacts on the rights of Indigenous peoples;
  • Indigenous knowledge;
  • Community knowledge;
  • Comments received from the public; and
  • Technically and economically feasible mitigation measures.
  • Development and approval of a site-specific Environmental Protection Plan
  • Involvement of local First Nation Cultural Monitors during ground disturbance activities
