C Dock Removal and Replacement - 400 Newcastle Ave, Nanaimo.

The Proponent at 400 Newcastle Ave, Nanaimo BC V9S 4J1, has applied to the Nanaimo Port Authority for the removal of the existing C Dock, 20 sheds on finger docks, and 1 open slipcover, that have reached end of life. Being replaced within the same footprint will be a safer new dock and prefabricated modular units (sheds) comprised from timber construction with environmentally focused encapsulated floatation that will also increase roof snow load capacity. All new structures will be built on land and transferred into location. All materials removed in demolition will be properly disposed of complying with all regulations of disposal.

The removal of the existing creosote treated piles and replacement with steel piles will be beneficial in that it will reduce the creosote exposure to the water column. This work will be undertaken with care to prevent waste materials from being deposited on the seabed at the site or dispersed into the ocean from the site from tidal currents. This will be achieved by employing debris collection tarps and deploying a boom to collect debris (wood fragments, sawdust, Styrofoam fragments generated during demolition). Macro invertebrates will be salvaged and placed in the adjacent subtidal marine environment and sessile biota are anticipated to reinhabit the new structure as it will provide a similar area for attachment.

Adherence to the established Best Management Practices for Pile Driving and Operations (2012) and familiarity with the DFO Pathways of Effects for Placement of Material or Structures in Water and Structure Removal should mitigate any potentially harmful effects which may cause serious harm to fish that are part of a commercial, recreational, or Aboriginal fishery, or to fish that support such a fishery.

In response to the Proponents 2023 Request for a Review of the Project, DFO confirms the undertaking of this project as described, will not result in risks to fish or listed aquatic species or introduction of non-indigenous species and therefore the Proponent will not require an authorization under the Fisheries Act or a permit under the Species at Risk Act.
