Transport Canada introduced legislation mandating the installation of Runway End Safety Areas (RESA) on runways at many Canadian airports. Victoria International Airport is included on the list of airports required to comply with the new legislation by 2024 on applicable runways. This embankment project for Runway 27 is the first phase of work (2023), with Runway 09 end to be completed during the second phase of work (2024). The project allows for an increase in aviation safety.

 

This project involves the excavation of previously reserved soil stockpiles and spreading these fill materials to create an extension of the current RESA.  No new fill materials will be imported for the project completion, and all soils will be sourced from airport lands. 

 

Construction activities will generally consist of night work to reduce impacts to aviation operations.  Substantial completion of earthworks will be completed by fall 2023 for the first phase of work.  Types of activity include survey and utility locations, topsoil stripping, stockpile harvesting, and restoration work. 

The project is located airside on the eastern extents of the airport.  The project is fully contained on an existing lease and construction activities and will have some impacts to airport operations.  Adjacent public roads may be affected when moving construction materials to the site but will be managed by road traffic flaggers.

The public comment period on this project is closed.  The VAA has determined that the proposed project is not likely to cause significant adverse environmental effects.

This determination was based on a consideration of the following factors:

  • Impacts on the rights of Indigenous peoples;
  • Indigenous knowledge;
  • Community knowledge;
  • Comments received from the public; and
  • Technically and economically feasible mitigation measures.
