Lower Tsolum River Flood Protection Project on IR#2 (Pentledge)

The proposed project involves various flood protection works, on the Pentledge No. 2 Indian Reserve (IR) in the North end of Courtenay, BC. The project is meant to address flooding and erosion issues that affect the Pentledge No. 2 IR.

The works will involve:

  • removing an elevated gravel bar in a side channel of the Tsolum River (~4600 m3);
  • building a new access road/setback dyke with rip-rap (~200 m3)
  • reinforcing an existing bank with rip-rap (~100 m3)
  • raising existing access road (using the gravel material removed from the river)
  • Excess excavated materials will be stockpiled for future erosion protection of an identified K'omoks First Nation (KFN) burial site on another reserve location in Comox, BC

Some shrubs and low growing plants will be covered for the access roads, but no large trees will be removed. The land is culturally and archaeologically significant, which this project will serve to protect from potential future erosion. KFN Fisheries Guardians will oversee the environmental protection and environmental monitoring for the project along with the QEP/Engineers for the project.

The project is located on federal lands (Pentledge IR#2), and has requirements under s. 82 of the Impact Assessment Act. The project is not located on a Migratory Bird Sanctuary, National Wildlife Area, or Marine Protection Area. The project will require vegetation clearing for new and raised access roads. The project will involve works in and around water, as the proposed works involves the installation of rip-rap and removal of a gravel bar in the Tsolum River.

2023-01-03 - The public comment period on the project is closed. Infrastructure Canada is considering comments received to help inform its determination on whether the carrying out of the project is likely to cause significant adverse environmental effects.
