Dredging and Riprap Installation - Victoria Harbour

Ralmax Properties Limited is proposing to install a new barge ramp facility adjacent to 343 Bay Street in Victoria, B.C. Activities associated with the project include dredging and the installation of piles, riprap, winches, and a steel barge ramp. 

 

Transport Canada (TC) is reviewing the project for approval under the Public Ports and Public Port Facilities Regulations (PPPPFR), as the proposed project falls within lands administered by Transport Canada. TC will also be issuing a licence and amending an existing lease to enable the work. Under the Impact Assessment Act, TC is reviewing project activities that relate to physical works on federal lands, specifically riprap installation and dredging related to the riprap installation. 

 

The purpose of the riprap is to provide slope stability and protection at the base of the barge ramp. Dredging of seabed sediments would take place using a crane and clamshell bucket from a barge. Dredged materials would be transported to an upland facility for disposal. Following dredging, approximately 100 m3 of riprap will be placed on federal lands.

June 1, 2026 – The authority (Transport Canada) intends to make a determination regarding whether the carrying out of the project is likely to cause significant adverse environmental effects. To help inform this determination, the authority is inviting public comments until June 30, 2026 respecting that determination.
