Department of National Defence, Strategic Tanker Transport Capability Project Support Infrastructure at CFB Trenton - Expansion of the existing Air Mobility Training Centre (AMTC) WP4

The Department of National Defence (DND) has proposed a project. DND is undertaking the expansion of the Air Mobility Training Centre (AMTC) in its northern section adjacent to Yukon Street, as well as renovation of parts of the existing AMTC. The construction footprint of the Project is approximately 1.67 ha (16,700 m2).
Project Components to be constructed in the Project Site include the following:

  • AMTC expansion
  • Renovation of parts of the existing AMTC building including a new east access into AMTC building and associated asphalt loading dock 
  • Installation of new temporary crosswalks
  • Resurfacing and patching
  • Removal of existing asphalt
  • New asphalt paving
  • Concrete work
  • Removal of existing landscaping and trees

The Project consists of the following phases:

Site Preparation: This phase will include tree clearing, vegetation removal, grubbing, and earthworks on the Project Site to prepare construction areas. Any trees kept on site will be protected by barricades to prevent damages. Soils to be reused for construction will be stockpiled. Unused soils will be handled in accordance with the governing regulations and will be stored in one of the stockpile locations. Temporary staging and laydown areas will be established. In addition, site preparation activities will also involve the installation of new temporary crosswalks to facilitate safe pedestrian movement during construction, as well as resurfacing and patching of the adjacent north parking lot to ensure continued accessibility and functionality for personnel and visitors.
Construction: This phase will include the construction of the AMTC expansion building. This phase will also include the removal of a wall on the eastern side of the AMTC building to accommodate the construction of a new eastern access, removal of existing asphalt and concrete to support the construction of an asphalt loading dock. In addition, ancillary project work includes managing contaminated soil, sediment, or groundwater, and addressing areas needing more vegetation removal or other impacts. Examples include roads, utilities, laydown, or storage spaces during construction.
Site Restoration: This phase will consist of reinstating and restoring all areas disturbed by the construction of the Project and the construction of compensatory restoration areas. This phase will be completed after completion of the construction phase. All areas disturbed during construction will be restored and stabilized (i.e., vegetated, landscaping) once associated construction activities are complete. All temporary measures, including silt fencing, dewatering systems, disposal bins, site trailers, lighting, tree barricades, and other general conditions, will be removed during this phase. In addition, a final clean-up will be conducted to address any remaining loose material on site.
Operations: During the operations phase, the proposed AMTC expansion will serve to provide additional capacity to train aircrew and support personnel in air mobility operations.
Decommissioning and Abandonment: No decommissioning phase is anticipated. In the unlikely event that the Project ceases to operate, DND would be responsible for decommissioning in accordance with applicable regulations as required at the time.

The anticipated project start date for site preparation is: February 2027
The anticipated in-service date (operations) is: December 2028

June 24, 2026 - The authorities intend to make a determination regarding whether the carrying out of the project is likely to cause significant adverse environmental effects. To help inform this determination, the authorities are inviting public comments until July 24, 2026 respecting that determination.
