Kingston (Portsmouth Olympic) Harbour - Outer Breakwater Pile Repair

The Portsmouth Olympic Harbour is situated on the east end of Lake Ontario in the City of Kingston, Ontario. It is located on the west side of Kingston at 53 Yonge Street, just off King Street West.

Currently, this facility is a full-service recreational harbour which accommodates approximately 250 vessels and offers fueling and pumpout facilities. The Harbour is managed by the City of Kingston under a lease agreement with Fisheries and Oceans Canada (DFO). There is mostly pleasure craft which use the facility and space for transient boaters, as well as usage of facilities for community events.

Recently, the Outer Breakwater was closed to the public due to concerns with the condition of several supporting piles. Following a review, it was determined that the support piles require repair to maintain the integrity of the structure.

The proposed project consists of the following:

  • Replacement of piles by installing a new pipe pile on the west (or offshore) side and construction of a localized pile cap extension (three locations anticipated). This is a similar construction to the pile replacements at the outer piles undertaken in the 1980s.
  • Repair of piles by installing a steel collar around the damaged portion of the pile (two locations anticipated).
  • Repair or replacement of concrete wave screen panels

August 5, 2021 – Fisheries and Oceans Canada Small Craft Harbours issued it's Notice of Determination and determined that the project is not likely to cause significant adverse environmental effects.
