Bank Street Renewal (Riverside Drive North to Ledbury Avenue)

Due to the age of the underground infrastructure on Bank Street, the City of Ottawa is proposing to rehabilitate Bank Street, from Riverside Drive (westbound) to Ledbury Avenue. This offers an exceptional opportunity to transform the roadway into an attractive and comfortable multi-modal facility with appropriate design elements for all user groups. Bank Street is designated as an Arterial Main Street, spine cycling route, truck route, and a Transit Priority Corridor (Isolated Measures) which accommodates OC Transpo service along much of the study area with increased service near Billings Bridge Plaza/Transitway Station. Bank Street is also a critical north/south link in the City's road network accommodating commuters, Emergency Services, school bus operations and other functions.

The project consists of the following:

  • Integrated reconstruction of approximately 2.8km of Bank Street, between Riverside Drive (westbound) and Ledbury Avenue. The reconstruction of Bank Street will include sidewalks, cycle lanes and protected intersections at all signalized intersections.
  • Full reconstruction of the storm, sanitary, and watermain and respective services through the corridor, along with protection of the existing 1220mm transmission main.
  • Reconstruction and reconfiguration of the Riverside Drive westbound to eastbound ramp to intersect with Riverside Drive eastbound at the east Billings Bridge Shopping Centre access.
  • Rehabilitation of the Sawmill Creek culvert.

The protected intersections will offer improved safety for all road users. Improved sidewalks and new cycling facilities (raised cycle tracks) will offer pedestrians and cyclists dedicated facilities. Finally, the ramp realignment from Riverside Drive westbound to Riverside Drive eastbound and modifications to the adjacent Billings Bridge Shopping Centre will remove the existing weaving condition for traffic. The project will require NCC property acquisition (762.2 m2) around the Bank Street and Riverside Drive intersections, therefore the project is being reviewed by the National Capital Commission. Six (6) trees will require removal and compensation will be provided to the satisfaction of the NCC.

During construction, one lane will be open in each direction however there may be requirements for short duration isolated detours.  During construction, the City of Ottawa noise by-law will apply. Staging areas for construction will only be permitted within the City of Ottawa right-of-way and not on NCC property.

Construction is anticipated to begin in 2023 and the duration of construction is approximately 5 years (pending funding availability). For more information, please visit the project website at Ottawa.ca/bankstreet.

As this project is on NCC land, the project is being reviewed under the Impact Assessment Act. The NCC is providing guidance in relation to meeting the legal requirements of this Act and related environmental requirements.
