Remediation of the 600 meter Range Drainage Issues, McNaughton Training Area - Canadian Forces Base Kingston

The Department of National Defence (DND) is proposing a project. The Remediation of the 600m Range Drainage Issues, McNaughton Training Area Project (the Project) will involve infilling between the existing 100-200m and 200-300m firing points to raise the grade above adjacent spring wetland water-level elevations at the 600m Range located in the McNaughton Training Area (the Site) similar to historical work in other areas of the range. To infill low areas, the work will include importing soil materials from previously completed construction projects at Canadian Forces Base (CFB) Kingston which have been deemed suitable for reuse and also imported from offsite sources. Once the imported materials are graded, sand and topsoil will be placed and the grass reinstated. Aggregate materials may also be imported from other CFB Kingston projects and offsite sources to improve drainage and construction. These, in combination with a drainage system and culverts, will act to further reduce water accumulation. This Project is required to restore the operational and exercise capabilities of the range which have been impacted by saturated conditions. Project work is anticipated to be conducted after September 15 to mitigate impacts to migratory bird breeding windows and when water accumulation is typically lower or dry conditions are observed. Prior to the commencement of work activities, sediment and erosion controls will be applied where appropriate to prevent sediment release from the Site and protect the adjacent areas. It is anticipated that earthworks will include the importing of materials suitable for reuse to infill low areas, minor excavations to install the drainage system and shallow crossing culvert, grading the materials and reinstating the Site.

August 26, 2025— The authorities issued their Notice of Determination and determined that the project is not likely to cause significant adverse environmental effects.
