Ottawa-Carleton Detention Centre - CCLA Yard Work

The Ottawa-Carleton Detention Centre (OCDC) is proposing to build new roof structures over the North, East, and South Yards. The objective of the project is to provide coverage over the yards used by inmates to allow their use during inclement weather such as rain or snow, allowing staff additional flexibility in scheduling yard time; as well as preventing potential security concerns (e.g. aerial drone activity).

 

The proposed project is on land leased by Infrastructure Ontario from the National Capital Commission (NCC) that is designated for agricultural and institutional land use. As landowner, the NCC has a stake with regards to environmental concerns and the proposed project is subject to a federal land use, design, and real estate transaction approval (FLUDTA) under the National Capital Act.

 

The addition consists of three new roof structures over exterior yards located east and south of Building Block A and south of Building Block B, with the final yard areas measuring approximately 340 square metres (m2) (North Yard), 555 m2 (South Yard), and the East Yard being divided into two separate areas measuring a total of approximately 475 m2.

 

The proposed worksites will be fenced off to protect the public and wildlife. The existing asphalt and concrete surfaces will be removed and replaced. Due to construction, select existing amenities in each of the yards will be removed or replaced. Perimeter fences will be removed during construction and replaced with new wire mesh gates and fencing. Staging areas will be returned to their original condition after completion of the work.

 

No residual environmental effects are anticipated as the area used is currently developed. Tree removal is not anticipated as there are no trees located in or around the area. The newly installed roof panels will be a translucent matte finish to reduce potential bird collisions, and the galvanized wire mesh used will prevent birds from roosting within the beams. Catch basins within the work areas will be protected from damage by implementing erosion control measures.

 

The construction is expected to begin in April 2024, and last from six to eight months. Construction will abide by all municipal by-laws including noise and waste management. Proposed work is taking place within the secured OCDC area and is not expected to impact the public.
