City of Kingston, New Public Boat Launch Installation on Colonel By Lake

The City of Kingston is proposing to install a new public boat launch on Colonel By Lake within Cecil Graham Park. The dimensions of the proposed pre-cast concrete boat launch are 8 m wide x 23 m long and the location is situated within a natural bay (Esther March Bay). The total in-water footprint is expected to be ~416m2. Additional in-water site alteration plans include a new 3 x 22 m floating dock. Additional upland site alteration plans include a 3 x 2 m concrete headwall to support an access ramp to the dock, a shoreline path, picnic area, parking lot and driveway.


Latest update

July 24 2026 – Parks Canada intends to make a determination regarding whether the carrying out of the project is likely to cause significant adverse environmental effects. To help inform this determination, Parks Canada is inviting public comments until August 23 2026 respecting that determination.
