Borden Satellite Hub

Notice of Intent:

Natural Resources Canada (NRCan) is proposing to construct a satellite hub for the reception and processing of seismic data on Canadian Forces Base (CFB) Borden, in southern Ontario. Currently in Canada, the National Seismic Network Infrastructure (NSNI) provides only post-earthquake information. The Earthquake Early Warning (EEW) system aims to enable the early detection of earthquakes, allowing for protective actions to be taken. The proposed satellite hub at CFB Borden will serve as a data processing centre for this system.

 

This project will include a 15mx30m fenced compound. Within the compound will be four 2.4mx2.4mx0.78m concrete pads on which four 2.4m satellite dishes will be placed, a 6.7mx3.1mx0.15m concrete pad on which a 20-foot sea-can building for housing electronics will be placed, a pole for light and cameras, and trenched cables for interconnection.  

 

Project activities include construction of concrete pads, trenching and installation of cable conduits, installation of the satellite dishes and the sea-can building, connection to the Department of National Defence (DND) power and Shared Services Canada (SSC) communications infrastructure, cable connections between project components, and installation of a fence. The proposed project will be on developed land. Potential adverse impacts of the project include accidents and malfunctions from equipment used during construction. As part of the ongoing assessment, appropriate mitigation measures are being identified.

 

NRCan and the DND must determine whether this project is likely to cause significant adverse environmental effects. NRCan and the DND are inviting comments from the public on the proposed project to help inform their determination under Section 82 of the Impact Assessment Act. To aid in the public's review of the project, NRCan and the DND have attached the draft screening document which includes information such as the project description, potential environmental impacts, and proposed mitigation measures.
