Terminal 1 Renovation East Side (T1 East) Project at Toronto Pearson International Airport

Proposed Project: Terminal 1 East Side Renovation (T1 East)

This project involves the following:

As part of the Greater Toronto Airports Authority's (GTAA's) Toronto Pearson Airport Long-Term Investment in Facilities & Terminals (LIFT) Program, the T1 East project is proposed to provide targeted improvements to the east side of Terminal 1, including exterior baggage roadway and apron/roadway works together with renovation and modification of existing interior terminal areas.

The proposed T1 East development is located on the east side of Terminal 1 within existing developed and operational terminal, roadway and apron areas. The exterior project area is approximately 960 m² and is predominantly within previously disturbed, paved airport lands. The project is intended to improve baggage handling and servicing capacity, operational access and connectivity to the existing Terminal 1 Level 1 facilities.

The project scope includes:

  • Approximately 960 m² of exterior works on the east side of Terminal 1, including extension and modification of the existing baggage roadway, apron roadway and associated paved operational/service areas.
  • A lightweight structural steel enclosure and associated foundations adjacent to the existing Terminal 1 building.
  • New and modified access connections to the existing Terminal, including associated structural and architectural modifications.
  • Predominantly renovation and modification works within the existing Terminal interior.

Construction activities are expected to include selective demolition and removals; excavation and earthworks; utility investigation, relocation and protection; installation of deep foundations and structural supports; concrete and structural steel works; roadway and apron modifications; paving and line marking; drainage and underground services; installation and modification of baggage handling equipment; mechanical, electrical and controls work; construction of the lightweight enclosure; and associated temporary works, access, protection and reinstatement. Work will be staged to maintain airport operations and access to existing Terminal 1 facilities.

Sustainability best practices will be integrated into both the design and construction phases, aligning with the broader Long-Term Investment in Facilities and Terminals (LIFT) Program at Toronto Pearson Airport.

September 11, 2026 - The GTAA intends to make a determination regarding whether the carrying out of the project is likely to cause significant adverse environmental effects. To help inform this determination, the GTAA is inviting public comments until October 11, 2026 respecting that determination.
