Calgary Fuel Facilities Corporation Jet fuel expansion and fire suppression system upgrade project

Calgary Fuel Facilities Corporation (CFFC) is the owner of existing fuel storage tank installations located at 8080 McCall Way North East at the Calgary International Airport.  CFFC plans to increase the number of fuel storage tanks and upgrade the current fire suppression system. These improvements are intended to meet increasing fuel demand at the airport and to enhance emergency preparedness for the fuel storage tank installations.

The proposed project will involve the installation of two aboveground  storage tanks for Jet A-1 fuel, each with a nominal capacity of 4,770 m³, within a secondary containment structure. The proposed project also involves associated piping, tie-ins to the existing underground drainage system, cathodic protection, expansion of the containment structure, mechanical equipment, fencing, and fire suppression system upgrades at the fuel storage tank installations.

The upgraded fire suppression system will include a new fire service building equipped with diesel-driven fire pumps, piping, fire fighting foam storage, and related components.

Notice of Determination

September 11, 2026 – The Calgary Airport Authority has determined that the proposed Calgary Fuel Facilities Corporation Jet fuel expansion and fire suppression system upgrade project is not likely to cause significant adverse environmental effects

This determination was based on a consideration of the following factors:

  • impacts on rights of Indigenous peoples;
  • Indigenous knowledge;
  • community knowledge;
  • comments received from the public; and
  • technically and economically feasible mitigation measures.

Mitigation measures[1] taken into account for this determination are:

  • Mitigate changes in erosion, sedimentation, and slope mobility through the incorporation of geotechnical considerations into project planning, including but not limited to slope design, erosion and sediment control, and revegetation where needed.
  • Mitigate impacts to soil quality through pre-project Environmental Site Assessments, development and implementation of construction specific plans to ensure soil quality protection, and operational maintenance plans.
  • Mitigate impacts to surface water quality through development and implementation of construction specific plans, such as an Erosion and Sediment Control plan and a dewatering plan, the use of operational maintenance procedures, including the use and maintenance of an oil water separator, and the use of effective secondary containment in the event of a fuel leak.
  • Mitigate impacts to surface water quantity through engineering design to ensure the project does not impact drainage patterns and discharge rates are maintained.
  • Mitigate impacts to groundwater quality through engineering design in the immediate storage tank area, and construction and operational Containment and Spill Management Plans.
  • Mitigate impacts to groundwater quantity through engineering design to ensure recharge rates are not impacted and construction specific dewatering plans if needed.
  • Mitigate impacts to vegetation by reducing the spread of invasive species through construction specific measures, reclaiming areas as soon as possible, and development of a Containment and Spill Management Plan.
  • Mitigate impacts to wildlife, including species at risk and migratory birds through the development of construction specific plans to identify, monitor, and protect significant wildlife features as necessary.
  • Mitigate impacts from noise and vibrations through noise abatement equipment, limiting construction activities to daylight hours, and Site Specific Safety Plans for any work exceeding 85 decibels.
  • Mitigation impacts to navigation through the development of a Traffic Management Plan to reduce impacts from temporary changes in pedestrian and vehicle access or airport operations.

The Calgary Airport Authority is satisfied that that the carrying out of the project is not likely to cause significant adverse environmental effects.

Therefore, the Calgary Airport Authority may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.

[1] Mitigation measures means measures to eliminate, reduce, control or offset the adverse effects of a project or designated project, and includes restitution for any damage caused by those effects through replacement, restoration, compensation or any other means.
