Reconstruction of Pier 17 and construction of a new Pier 16 at the Port of Trois-Rivières

Located in the Port of Trois-Rivières, the project's objectives are the reconstruction of Pier 17, the construction of a new Pier 16 which involves filling in the basin formed by the current Piers 14, 15 and 16.

The main objective of the project is to rebuild Pier 17 to allow, in a second phase, the installation of two unloading gantries and a conveyor gallery dedicated to the unloading of alumina and calcined coke for the Alcoa – Deschambault Smelter. The equipment currently used to unload Alcoa's alumina at the Port of Trois-Rivières no longer meets Alcoa's needs. Alcoa therefore plans to invest in new modern facilities that will be able to support its growth and be more efficient from an environmental, operational and energy perspective. To allow for the installation of this new equipment, the existing facilities, mainly two marine towers owned by G3 Canada, will have to be dismantled and Pier 17 will need to rebuilt, along its entire length, in order to obtain a modern, safe and sustainable infrastructure.

To maintain the continuity of G3 Canada's operations, the dismantled marine towers will have to be replaced with new equipment. The TRPA plans to build a new Pier 16, in line with Pier 17 and Pier 13, and to fill in the basin formed by Piers 14, 15 and 16, which were built in the 1930s. The purpose of aligning the new Piers 16 with the adjacent Piers is to allow for the longitudinal movement of vessels at the dock during transshipment operations. The resulting reconfiguration will make it possible to better serve vessels whose growing size now exceeds the current size of the basin Piers. Two new marine towers, adapted to the handling of a variety of grains and grain products, will be installed at the new Pier 16 location.

The filling of the basin will add 17,000 m2 of back-dock space that will be used for storage, handling and traffic. This space will be used by G3 Canada to increase its storage capacity and optimize its truck drop-off facilities to better meet the export needs of local producers.

The new Alcoa and G3 Canada facilities behind Piers 16 and 17 are not part of this Environmental Effects Assessment (EEA). The Alcoa and G3 Canada assessments will be conducted at a later date when the back-dock projects are better defined. The activities of this major TRPA project are composed of two main components:

  • Reconstruction of Pier 17, including the foundations for Alcoa's new equipment.
  • Construction of the new Pier 16, including the foundations for the new equipment by filling of the basin area formed by the current Piers 14, 15 and 16.

These twocomponents are the focus of this Environmental Effects Assessment (EEA), which is initiated by the TRPA. The project has several environmental benefits. It will contribute to dust and noise reduction, lower maintenance costs, improved road safety, improved GHG emissions performance, the port's carbon neutrality objective, improved surface water management, and is are designed to address climate change risks. The project will also eliminate the need for dredging the basin, which has become increasingly more complexe due to more stringent environmental obligations.
