Gatineau Promenade Culvert Rehabilitation (P8)

The National Capital Commission (NCC) is proposing the rehabilitation and replacement of an existing culvert under the Gatineau Promenade in Gatineau Park, located approximately 280 metres south of Chemin du Lac Meech (the Project). The culvert conveys water from a pond on the west side of the roadway to a wetland on the east side and has historically experienced repeated blockages, likely due to sediment accumulation and beaver activity. Following a significant rainfall event in August 2024, water levels rose to the point of threatening the roadway, highlighting the need for infrastructure improvements.

 

The Project includes the complete replacement of the existing culvert with a new structure designed to restore hydraulic functionality, improve long-term resilience, and meet environmental requirements, including fish passage. Construction activities will include excavation of the roadway, installation of temporary cofferdams, removal of the existing culvert, installation of a new culvert and maintenance access structures, roadway reconstruction, paving, and site restoration.

 

Mitigation measures will be implemented to minimize environmental effects, including scheduling work outside sensitive timing windows, implementing erosion and sediment control measures, managing excavated soils appropriately, and restoring disturbed areas. The design incorporates features to support ecological connectivity and reduce the risk of future blockages.

 

The Project is required to protect and maintain the Gatineau Promenade by improving drainage and reducing the risk of flooding, while supporting sustainable infrastructure and environmental objectives. The new structure will also help prevent future sediment buildup by providing improved maintenance access (e.g., a manhole).

 

The NCC must determine whether this project is likely to cause significant adverse environmental effects under sections 81–91 of the Impact Assessment Act (2019) and the National Capital Act (1985). A federal land use and design approval (FLUDA) is required for this work.

 

Project implementation is anticipated to occur in 2026, with construction scheduled to avoid sensitive environmental periods and to minimize disruption to park users.

To help inform this determination, the National Capital Commission is inviting public comments until July 06, 2026 respecting that determination.
