Stage 1 - Harvey Jimmy Compound Project (HJCP) – CFB Kingston

The Department of National Defence (DND) is proposing a project. The Harvey Jimmy Compound Project modernizes a section of the Harvey Training Area at Canadian Forces Base (CFB) Kingston to address critical infrastructure gaps limiting Signals and Technician training at Canadian Forces School of Communications and Electronics (CFSCE). Current deficiencies in power, communications, hardstand, and network integration restrict training realism, throughput, and compliance across the school. The project will deliver permanent power, expanded hardstand, communications towers, and fibre connectivity to enable concurrent, high‑fidelity field training. The area will have generators and Special Equipment Vehicle/Special Equipment Systems (SEV/SES) containers to enable austere simulation. Phase 1 of the project will include the construction of an approximately 3700 m2 gravel pad to incorporate and support training infrastructure and equipment.


Latest update

July 30, 2026 - The Department of National Defence intends to make a determination regarding whether the carrying out of the project is likely to cause significant adverse environmental effects. To help inform this determination, the Department of National Defence is inviting public comments until August 8, 2026 respecting that determination.
