Proposed 2026 Retail Petroleum Outlet

Construction
The construction of a single storey 477 m2 (5,134 ft2) wood framed commercial building with slab-on-grade foundation. The new commercial building will house two (2) tenants including the Retail Petroleum Outlet with Convenience Store and a quick-service restaurant with drive-thru.

Bio-Physical Environment: A site reconnaissance was conducted on June 10, 2026. The construction and operation are not projected to have any adverse environmental effect.

Human Environment: The proposed 2026 Retail Petroleum Outlet is located within the Charlottetown Airport Business Park with a mix of commercial and industrial businesses. The areas immediately adjacent and around the proposed 2026 Retail Petroleum Outlet project are vacant commercial business lots at this time.

Operations
The 2026 Retail Petroleum Outlet will include Gas Bar and will include the following petroleum storage and dispensing infrastructure:

  • 100,000 L petroleum underground storage tank (UST)* with 3 section including:
    • 65,000 L regular gasoline product;
    • 20,000 L diesel product; and
    • 15,000 L supreme gasoline product.
  • Four (4) Pump Islands with four (4) Dispensers and ten (10) nozzles.

It should be noted that all petroleum infrastructure (i.e., UST, Pump Island, Dispensers etc.) will be constructed and installed to the latest industry standards to be productive of human health and the environment. The new facility will also have a retail propane exchange outlet associated with the convenience store operation. The new commercial building will use propane heat with the quick service restaurant tenant have separate propane tanks for their operations. Operations at the subject site will be connected to the City of Charlottetown municipal systems to supply potable water and sanitary sewer services. The expected volumes of water to be used by the proposed new facility are expected to be minimal.

Mitigation
During the construction phase, stormwater runoff and sediment control measures will be provided by the site contractor and reviewed by the Construction Project Manager on a regular basis. This will include installing silt fencing, straw bales and other measures as required. All construction debris (including any excess site soils) will be disposed of in a provincially approved manner. Any monitoring wells on the proposed expansion footprint would be decommissioned/relocated as required. During construction and operation (including accidents, potential malfunctions and unplanned events) all municipal, provincial and federal codes, standards and best management practices will be followed.

Latest update

July 16, 2026 - Charlottetown Airport Authority intends to make a determination regarding whether the carrying out of the project is likely to cause significant adverse environmental effects. To help inform this determination, Charlottetown Airport Authority is inviting public comments until August 17, 2026 respecting that determination.
