Connect Emergency Backup Generator at Government of Canada Building, New Glasgow, Pictou County, Nova Scotia
August 12, 2020 - Public Services and Procurement Canada proposes to undertake the connection of a backup generator that has been relocated from another Federal site to the New Glasgow Government of Canada Building. In the event of a grid-source power outage, the generator will supply emergency power to the Government of Canada Building located at 340 East River Road in New Glasgow, Pictou County, Nova Scotia.
The proposed project may require trench excavation to facilitate the installation of underground electrical conduit between the generator and the building. The feasibility of horizontal directional drilling to install electrical conduit is also being investigated.
PSPC will update all single line drawings and appropriately label all components, panel board directories, and receptacles.
Prior to start-up, PSPC will undertake the following verification testing in accordance with the latest version of CSA Standard C282:
- perform fuel and coolant analysis;
- perform oil change;
- perform battery analysis;
- perform load test with appropriately sized load bank connected:
- 4-hour load bank test,
- 1-hour full load test;
- perform loss of grid-source power test;
- complete an arc flash and coordination study; and
- determine requirement for annunciator panel and appropriately sized automatic transfer switch.
Operation and Maintenance of the generator will require monthly start-ups to ensure operational readiness of the generator, load bank, and transfer switch in the event of a grid-source power outage, as well as the periodic transfer of petroleum products from a delivery vehicle to the sub-base storage tank with a capacity of 2,056 Litres. In the event of a grid-source power outage, the generator will operate the building's emergency systems.
