Hartlen Point Land-Based Testing Facility Project

The Department of National Defence has proposed the construction and operation of a land-based testing facility located at Hartlen Point, in Eastern Passage, Nova Scotia. As proposed, the Hartlen Point Land-Based Testing Facility Project would support Canada's new combatant ships by testing and integrating the ship's systems and equipment prior to being installed. The project would operate for about 50 years and cover a surface area of roughly 6.75 hectares. It would include a building of approximately 11,500 square metres with a warehouse, workshops, and testing and evaluation areas, as well as a parking area, access road improvements, and municipal service extensions.

July 6, 2023 — On March 30, 2023, the Minister of Environment and Climate Change (the Minister) received a request to designate the Hartlen Point Land-Based Testing Facility Project proposed by the Department of National Defense. The President of the Impact Assessment Agency of Canada, on behalf of the Minister, issued his response regarding the request to designate the project.
