Recapitalize Parking Lot Fort Frontenac North – CFB Kingston

The Department of National Defence (DND) is proposing a project. This Project will be completed at Building FF10 (Normandy Hall, 346 Ontario Street). The project area will include the existing parking lot and adjacent drainage swales.

Project work will include, but is not limited to:

  • Removal of existing asphalt;
  • Raising and adjusting the grade (elevation) throughout the lot and perimeter to eliminate ponding water, including adjusting a minor surface collection swale, which will direct surface flows through the existing vegetated areas to the water;
  • Restore and improve existing rip-rap (aggregate) discharge areas within the existing fenceline;
  • Remove and replace concrete curbs, gutters and sidewalks within the lot;
  • Install new light standards and replace existing light standards within the asphalt lot;
  • Install new asphalt and restore all disturbed areas.

It is expected that all work under the Project will be completed within the fenced property boundary; this work is not expected to include in water works or impacts to the top and/or sides of the adjacent shoreline. The Project is required as the conditions of the existing parking lot are poor; additionally, current elevations are ineffective at managing overland flow, which leads to ponding of water within the parking lot during wet conditions and a risk to existing infrastructure. Improvements will decrease the accumulation of water on the asphalt surface to maximize the number of vehicles that can use the lot for parking. Inadequate existing lighting concerns were raised, and this project also aims to improve the lighting throughout the lot. The goal of this project is to provide a safe, modern, and sustainable parking facility that meets current and future operational needs. Project objectives include improving vehicle and pedestrian safety, enhancing stormwater management, reducing maintenance requirements, and improving energy efficiency with LED lighting to support DND's long-term sustainability goals. The completed project will deliver a durable and efficient parking lot that enhances user experience, aligns with accessibility and environmental standards, and supports the Department's energy and modernization initiatives.

To help inform this determination, the Department of National Defence is inviting public comments until June 21, 2026 respecting that determination.
