Sanitary Force Main Pipeline Replacement Design and Construction - 15 Wing Moose Jaw

The Department of National Defence (DND) has proposed a project for a replacement pipeline for the existing buried asbestos concrete sanitary force main connecting 15 Wing Moose Jaw lift station and the City of Moose Jaw sewage treatment system lagoons in Moose Jaw, Saskatchewan. Replacing the existing force main is necessary to address non-compliance issues due to deteriorated pipe sections and sewage pump station overflow conditions during high storm events. The replacement pipeline will be placed within the existing right-of-way (ROW) easement.

Pipeline construction will involve open trench excavation and trenchless installation techniques, including directional drilling for most pipeline installations. This approach will be used for the Moose Jaw River crossing, and auger-boring will be used to cross the provincial Highway No. 2 and existing Southern Rails Cooperative Ltd. railway tracks. The project will also include the installation of flow monitoring stations using buried concrete structures like maintenance holes, flushing and pressure testing of installed piping, abandonment of existing piping by burying it in place, and site restoration upon completion of the project activities.

August 2, 2024 - The Department of National Defence intends to make a determination regarding whether the carrying out of the project is likely to cause significant adverse environmental effects. To help inform this determination, the Department of National Defence is inviting public comments until August 21, 2024 respecting that determination.
