1236 Albert Street - Cowessess First Nation - Building Development

Cowessess First Nation is proposing a building development on their Urban Reserve in Regina, SK. The proposal is for an Urban Indigenous Health Centre is a 39,000 square foot development located in North Central Regina that will deliver a culturally-responsive service delivery model to improve the physical, mental, emotional and spiritual well-being of Indigenous people of southern Saskatchewan, while acting as a gateway to the broader health system, an urban hub for on-reserve delivery, and a hub of education and understanding on Indigenous values and traditional wellness approaches. Led by the Cowessess First Nation, the multi-year planning process behind the Centre has included partnership with the Ministry of Health, Saskatchewan Health Authority, Indigenous Services Canada, the Wellness Wheel group of physicians, and other stakeholders that have detailed Indigenous wellness needs and informed the Centre's model of care. The Centre will build cultural and community spaces open to all residents with a focus on traditional Indigenous wellness services working alongside western medicine to transform wellness outcomes with a specific focus on two high needs groups – North Central Regina Indigenous people and southern Saskatchewan on-reserve First Nations people. 

The property is currently vacant and there is no existing infrastructure on the site.  No temporary infrastructure is needed, other than construction site trailers during the construction process.   There is a Municipal Services Agreement in place, and the development will be serviced by city infrastructure (road, water, wastewater, storm water).  The project will involve the construction of a new 39,000 sq ft three and half story building. Fibre and power lines run along the back alley of the property, so just simple connections need to be made.

March 21, 2022 - Indigenous Services Canada issued its notice of determination Notice of Determination for 1236 Albert Street - Cowessess First Nation - Building Development - Canada.ca (iaac-aeic.gc.ca) and determined that the project is not likely to cause significant adverse environmental effects.
