Awasis Solar - 10 MW Project

Awasis Solar (the "Project") is a 10MW solar plant being developed by CFN and Elemental Energy Inc. on Cowessess First Nation ("CFN") reserve land. The chosen location is SE 7-17-18 W2, which is cultivated grain farming land, located 3 kilometers from Regina, SK. The site has no immediate access to water and wastewater infrastructure to support other commercial or industrial uses. The Project will be interconnected directly to the SaskPower grid, connecting to a 25kV distribution line that runs along the east border of the parcel. As such, the CFN will ultimately enter in a Power Purchase Agreement with SaskPower. The current Project design consists of 33,325 420W bifacial solar panels, mounted on single-axis trackers, with three 4MVA SMA inverters and a 10MW AC interconnection limit.

The scope of the project includes:

  • Delivery of components - all deliveries to site will occur on provincial and municipal road ways;
  • Piling - the installation of piles to provide the foundations support to the solar racking;
  • Racking - the Installation of the racking on the piles;
  • Panel Installation - mounting of the solar panels on the racking;
  • Wiring and Electrical Connections - connect the individual panels to the inverters and transformer and grid connections; and
  • Commissioning - energizing the system and working through operational start up testing.

This project will create a long term revenue stream for the community which helps the community achieve their goal of self-sustainability. The project will also bring ancillary economic benefits to the CFN and its members in the form employment and subcontracting opportunities.

NOTE: This project is the same as the Cowessess 10 MW Solar Project (reference number 80258), which was reviewed by Indigenous Services Canada (ISC) from October 17, 2019 until November 20, 2019. An additional review of the project is required by Infrastructure Canada (INFC), since INFC was not involved with the project at the time of ISC's determination.

December 9, 2020 –  Infrastructure Canada issued its Notice of Determination and determined that the project is not likely to cause significant adverse environmental effects.
