Runway 13-31 Rehabilitation – Public Comments Invited

March 24, 2023 The Regina Airport Authority must determine whether the proposed 'Runway 13-31 Rehabilitation', located in Regina, Saskatchewan is likely to cause significant adverse environmental effects.

To help inform this determination, the Regina Airport Authority is/are inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online.

The Proposed Project

This project is to rehabilitate and upgrade the surface and surrounding area of Runway 13-31 at the Regina International Airport (CYQR). A summary of activities is included below, and in the attached figure.

Pavement improvements on Runway 13-31 will maintain a safe minimum Pavement Load Rating (PLR) to accommodate the airport's critical design aircraft, reduce Foreign Object Debris (FOD) risk, improve runway friction, and rehabilitate runway areas with the most significant pavement distresses thereby decreasing potential of runway pavement failure. The upgrade to Runway 13-31's sub-drainage system will drain the pavement structure and support pavement performance, and connections to the Airport's existing stormwater drainage system will continue to offer isolation points to prevent potential off-site impacts. The Runway End Safety Areas (RESAs) will increase safety for runway excursions. Finally, runway edge lighting for Runway 13-31 will be upgraded, and a Simplified Short Approach Lighting system with Runway alignment indicator (SSALR) will be installed, to support safe operation of the runway.

 

Activities of this project include:

  • Select pavement replacement and sub-structure rehabilitation on Runway 13-31.
  • Milling and paving of the balance of Runway 13-31.
  • Replacement of major portions of the runway sub-drain system.
  • Replacement of runway edge lighting system.
  • Construction of Simplified Short Approach Lighting system with Runway alignment indicator (SSALR) lighting system.
  • Construction of Runway End Safety Areas (RESAs).

The Regina Airport Authority, with Transport Canada as a co-proponent and funder through the Airport Critical Infrastructure Program, are reviewing this project for impacts as per Section 82 of the Impact Assessment Act.
