ECN On-Reserve Housing

The Enoch Cree Nation ("ECN") Enabling Infrastructure for On-Reserve Housing Project involves the construction of enabling infrastructure to support the development of ~166 new residential units on ECN reserve lands as part of the Millennium Housing Development. The Project includes roads, water and wastewater systems, utilities, grading, lot servicing, and behind-the –meter solar to improve energy efficiency and reduce long-term utility costs for residents. The Project forms part of ECN's broader housing strategy to address critical housing shortages and overcrowding within the community. The enabling infrastructure will support the delivery of affordable housing for ECN members and facilitate long-term community growth on reserve.

The Canada Infrastructure Bank ("CIB") is expected to provide a portion of the financing for the Enoch Cree Nation (“ECN”) Enabling Infrastructure for the On-Reserve Housing Project, which will support the development of ~166 new housing units on ECN reserve lands as part of the Millennium Housing Development. As a federal authority, CIB is required to assess whether its participation in the Project is likely to cause adverse environmental effects under the Impact Assessment Act. To inform this determination, ECN and CIB are inviting public comments during a 31-day consultation period ending October 19, 2026. Comments received during the consultation period will be considered as part of CIB's determination process.
