Birdtail Sioux Dakota Nation Prevention Centre for the Delivery of FNCFS

Construction of indoor and outdoor new capital asset for the delivery of First Nation Child and Family Services on reserve:

  • Indoor space: Building – 19,370 square feet 
  • Outdoor storage space: Garage – 1,850 square feet
  • Outdoor cultural space:  1,970 square feet (for land-based learning, play and social gatherings
  • Parking lot: 14,210 square feet - 4 accessible parking stalls, 33 regular stalls
  • Access road: 7,191 square feet

Stage 2 Design Plan:

  • Architect and other professional fees for Class A construction drawings for the Prevention Centre, design drawings for structures/spaces to support outdoor land-based learning and programming, landscaping plans and ongoing consultation and design, development, and monitoring of the capital project facility and structures/spaces.
  • Quantity survey (cost estimator)

Key Findings:

  • A new capital asset is required to address substantive equality and culturally appropriate FNCFS services to address the structural drivers and root causes of the over-representation of First Nations children and youth encountering the child welfare system – poverty, substance misuse, multi-generational trauma, stigma, stereotyping, prejudice, and violence.
  • The asset will facilitate the delivery of consistent and reliable social supports and resources, therapeutic programming, cultural healing, physical and recreational activity, and connections to traditional languages, culture, and traditional ways of caring for children and families.   
  • Long-term structural changes include but are not limited to stronger healthier families, significant reduction in the over-representation of families' involvement with the child welfare system, and a vibrant youth population that will continue to provide leadership into the future.
  • A suitable site has been identified for the new capital asset on reserve, across from the Chan Kagha Otina Dakota Wayawa Tipi school with the ability to connect to adjacent road, water and wastewater systems.
  • Leadership seeks a capital asset that is Net Zero to capitalize on renewable sustainable energy sources and mitigate family disruptions due to climate events.

December 18, 2022 – The public period on the project is closed. Indigenous Services Canada is considering comments received to help inform its determination on whether the carrying out of the project is likely to cause significant adverse environmental effects.
