Construction of an Outdoor Rink – Canadian Forces Base Shilo

The Department of National Defence (DND) is proposing a project. In general, the work includes the design and construction of a new outdoor rink facility and associated infrastructure to support recreational and community use throughout the year. The project will include site preparation, grading, and drainage works to support proper surface conditions and prevent ponding and allow for controlled water runoff. The outdoor rink will consist of a concrete foundation, perimeter rink boards, chain link protection, and designated access points for both pedestrians and maintenance equipment. The project will also include installation of lighting, with connection to existing site services, and provision for water supply to support rink flooding operations. Additional components of the project include construction of a warming building, installation of signage, and provision of appropriate access routes utilizing existing parking where possible. The project will also include the complete demolition and removal of the existing outdoor rink facility and all associated components, including boards, fencing, lighting, accessory buildings, and electrical servicing. Areas not incorporated into the new works will be fully reinstated to a grassed condition, including grading, topsoil, and seeding to match surrounding site conditions and ensure proper drainage.

September 26, 2026 – The public comment period on the project is closed. The Department of National Defence is considering comments received to help inform its determination on whether the carrying out of the project is likely to cause significant adverse environmental effects.
