Naawi Oodena Urban Reserve – Block D Phase 1-2

The Naawi Oodena Urban Reserve Project involves the construction of enabling infrastructure to support the development of Block D, Phase 1-2, which will include a multi-unit residential building (with 65% of housing dedicated for occupancy of Indigenous people), mixed-used office and commercial spaces (strip mall, grocery store, restaurants), green spaces and recreational facilities. The Project forms part of T1N's broader strategy to lead development outcomes, generate predictable own-source revenues, and create long-term infrastructure that supports housing, employment, commercial development and community building.

The Canada Infrastructure Bank ("CIB") is expected to provide a portion of the financing for Phase 1-2 of the enabling infrastructure works on Block D of Treaty One Nations (“T1N”) reserve lands (the “Project”). The Project involves the development of a mixed-use urban development comprising residential, commercial, institutional, and educational uses. As a federal authority, CIB is required to assess whether its participation in the Project is likely to cause adverse environmental effects under the Impact Assessment Act. To inform this determination, T1N and CIB are inviting public comments during a 31-day consultation period ending October 23, 2026. Comments received during the consultation period will be considered as part of CIB's determination process.
