Port of Belledune Tank Farm Optimizations

The proposed project consists of optimizations to the existing tank farm to improve operational flexibility, redundancy, and fuel-handling capacity within the existing terminal. The proposed scope of work would include the following: 

Phase 1 - Upgrades to existing infrastructure for redundancy and optimization

  • Twinning the existing transfer pump for loading products onto ships at the dock from the tank farm creating redundancies for operations; 
  • Piping modifications to install the new pump; 
  • Installation of electrical and instrumentation to power and control the system; 
  • Installation of a two double-walled, 75,000 L above ground tanks for the storage of Premium Gasoline to facilitate its movement to the existing truck loading racks;
  • Installation of a new truck offloading station for offloading Conventional Blendstock for Oxygenate Blending from a truck to the tank farm;
  • Installation of a new truck offloading station for offloading Premium Gasoline to tanks; and
  • Installation of an environmental containment areas under and around new equipment.

Phase 2 - Installation of a new Vapour Recovery Unit (VRU) to replace the existing temporary Vapour Combustion Unit (VCU)

  • Laying structural foundations;
  • Installation of a prefabricated VRU system;
  • Installation of piping and valves for vapour and return lines; and
  • Installation of electrical and instrumentation to power and control the unit.

To help inform this determination, the Belledune Port Authority is inviting public comments until October 22, 2026 respecting that determination.
