Yellow Quill First Nation Wastewater Infrastructure Upgrades

Yellow Quill First Nation is proposing an infrastructure upgrade project that consists of construction of a new lagoon, access road, and force main installations. The proposed lagoon site is located approximately 3.5 km north of the community core area on land currently used for agricultural purposes. A new facultative lagoon with a 3.89 ha sized primary cell and a storage cell sized with a capacity of 56,370 cubic metres will be constructed, along with approximately 1.3 km of newly constructed roadway to provide access to the lagoon from the existing roadway network. Approximately 4.5 km of new sewage force main piping will also be installed within existing roadway right of ways to convey wastewater from the existing sewage pumping station to the proposed lagoon. The existing lagoon, located 750 m of the community core area, will be decommissioned and returned to natural vegetative state upon commissioning of the new sewage lagoon.

Site preparation activities will include stripping and stockpiling of topsoil from the proposed lagoon site and the pipeline utility right of way. Construction of the lagoon will include excavation to cell floor elevations and placement of earthen fill to construct the perimeter berms. Installation of new sewage force mains will include excavation to designated depths, installation of piping, backfill, and topsoil replacement.

All anticipated waste generated by construction activities will be appropriately handled and disposed of at designated off-reserve facilities.

To help inform this determination, Indigenous Services Canada is inviting public comments until July 12, 2024 respecting the determination.
