Site Remediation at Heart's Content SCH, NL

Install a soil/gravel cap over the upland portion of the site to eliminate the exposure pathway of contaminants that have been identified in soil at the site. The primary contaminant is PAHs. The cap will consist of an engineered, structural pavement ready pad consisting of a geomembrane liner, proof rolled rockfill subgrade and granular subbase and base layers, and possibly grass cover over a portion of the site. The installation of the cap will also include measures to prevent coastal erosion (e.g., heavy rock).

Notice of Intent to Make a Determination – Start of Public Comment Period

July 23, 2026 – The federal authorities intend to make a determination regarding whether the carrying out of the project is likely to cause significant adverse environmental effects. To help inform this determination, the federal authorities are inviting public comments until August 23, 2026 respecting that determination.
