Swan River First Nation: Wastewater Lagoon Liner Repair & Sub-liner Drainage Installation

Swan River First Nation proposes to complete rehabilitation and upgrades to its conventional wastewater lagoon system which services a combined population of 600 people from Swan River First Nation and the Hamlet of Kinuso. Rehabilitation of the wastewater lagoon is necessary to repair "whaling" bubbles within the liner of the facultative cell which have reduced the effective volume and treatment capacity of the facility. There is potential for effluent from the existing lagoon system to leak through the liner, allowing untreated wastewater release into the soil beneath the facultative cell and potential environmental damage, additional moisture, and organic material under the liner. During the rehabilitation activities, sewage will be diverted from lagoon anaerobic cells into the lagoon treated water storage cell. The proposed repairs and upgrades will include the following procedures:
- The facultative cell will be pumped to the wastewater into the storage cell.
- Sludge will be collected for land application disposal on previously disturbed lands (used as a borrow source), or dried for landfill disposal.
- Organic soil from under the HDPE liner will be excavated to a depth of 1.5m and replace with engineered inorganic material.
- The removed soil will be sampled and analyzed to determine suitable end-use application / destination.
- A new liner vent system and groundwater drain system will be installed.
- A new HDPE 60 mil liner will be installed.
