In Situ Decommissioning of the Whiteshell Reactor #1

Canadian Nuclear Laboratories (CNL) is proposing to decommission the Whiteshell Reactor #1 (WR-1 Reactor), a former nuclear research reactor that operated until 1985. The WR-1 Reactor is located at the Whiteshell Laboratories (WL) site in Pinawa, Manitoba, which is situated approximately 100 kilometres northeast of the city of Winnipeg and located near the towns of Lac du Bonnet and Seven Sisters.

CNL is proposing an in situ (leaving in place) decommissioning approach. In situ decommissioning of the WR-1 Reactor involves preparing systems and structures for grouting whereby the below-grade sealed structure will encapsulate and contain radiological sources and hazardous materials for a defined period of institutional control.

The following activities are being proposed:

  • preparation for in situ decommissioning
  • grouting of below-grade (underground) structures and systems
  • removal of above-grade structures and systems
  • installation of engineered cover over grouted area
  • final site restoration
  • long-term care and maintenance activities

Some temporary infrastructure – such as construction trailers and equipment paddocks, as well as an increase to the electrical services – would also be required in order to facilitate decommissioning. Additional groundwater monitoring wells would be installed, as required, to monitor the performance of the in situ decommissioned facility.

Under the Nuclear Safety and Control Act, CNL's proposal requires an amendment to its existing Decommissioning Waste Facility Licence issued by the Canadian Nuclear Safety Commission (CNSC). An environmental assessment conducted under the Canadian Environmental Assessment Act, 2012 is required, and an EA decision affirming that the proposed activities will not cause significant adverse environmental effects, before the CNSC can make a licensing decision on this proposal.

May 8, 2023 – In follow-up to the April 27, 2023 letter sent to Canadian Nuclear Laboratories (CNL), the information request (IR) table and comments to proponent table have been revised to include the findings of Sagkeeng First Nation. This concludes the federal, provincial and Indigenous review team (FPIRT) technical review of CNL’s responses to the 208 IRs from the review of the draft environmental impact statement (EIS) in 2017.

Overall, the review has resulted in 140 accepted IRs, 78 follow-up IRs and 75 new IRs based on new information contained within CNL’s draft EIS and technical supporting documents. There are also 69 comments which provide guidance and advice to CNL. These comments should be taken into consideration when responding to IRs and revising the draft EIS.

CNSC staff expect CNL to submit complete revised responses to all outstanding IRs and comments to the proponent, along with a revised EIS and supporting documentation. CNL’s responses may be reviewed several times to ensure the responses meet requirements. Once the revised draft EIS meets regulatory requirements, CNSC staff will proceed with developing an EA report.

 

 

April 27, 2023 – The majority of the federal, provincial and Indigenous review team (FPIRT) has completed their technical review of Canadian Nuclear Laboratories’ (CNL’s) revised draft environmental impact statement (EIS) submission and responses to information requests (IRs) and has found that the information provided does not fully address the regulatory requirements for the environmental assessment (EA). To date, the FPIRT technical review of CNL’s responses to the 208 information requests (IRs) from the review of the draft EIS in 2017 has resulted in 139 accepted IRs and 69 follow-up IRs. At this time, the review by Sagkeeng First Nation has been placed on hold to allow for more time for this work to be conducted. The outcome of Sagkeeng First Nation’s review will be provided at a later time.

In addition, 62 new IRs were issued based on the new information contained within CNL’s revised draft EIS and technical supporting documents. Additional information in the comments to proponent table contain guidance and advice that CNL should take into consideration when responding to IRs and when revising the draft EIS.
