Raising of the COOP Wharf- L'Étang-du-Nord Harbour – Magdalen Islands

Due to the age of the structure, the insufficient elevation of its deck surface, and the frequency of storm events that overtop the wharf, the central section of the Étang‑du‑Nord fishing harbour Cooperative wharf must be reconstructed.

This situation poses a safety risk to harbour users and may result in damage to vessels moored at the wharves.

A reconstruction and raising project is therefore required to restore the full functionality of the Cooperative wharf. The project involves partial demolition of the existing structure and the construction of a new wharf at an elevation better suited to vessel dimensions, to temporary increases in water levels associated with storm surges, and to the long-term rise in ocean levels attributable to climate change.

The works to raise the COOP wharf at the Étang‑du‑Nord fishing harbour in the Magdalen Islands include, but are not limited to, the following components:

  1. Partial demolition of the existing structure
  2. Excavation of the seabed to prepare the granular foundation for the new crib structures
  3. Construction of raised timber cribbing around and above the existing wharf
  4. Construction of a concrete deck
  5. Upgrading and/or installation of wharf services

Raising of the COOP Wharf- L’Étang-du-Nord Harbour – Magdalen Islands 


September 22, 2026 – Fisheries and Oceans Canada - Small Craft Harbors (SCH) and Transport Canada – Navigation Protection Program (TC) intend to make a determination regarding whether the carrying out of the project is likely to cause significant adverse environmental effects. 


To support an informed determination, SCH and TC invite the public to provide comments on this determination. All comments received will be considered public and may be posted online.
