Westsyde Road Multi-Use Pathway: Phase 2

The proposed project is a ~470m multi-use pathway (MUP) which is the second phase of a non-motorized pathway that will provide residents and visitors an accessible, separated, multi-use facility to walk, cycle, and travel  safely between community destinations on Whispering Pines I.R. #4. This second phase will complete the off-road MUP on the east side of Westsyde Rd. Phase 2 of the MUP will pick up where Phase 1 left off and complete the connection from the key community destinations (Community Hall, proposed multi-purpose facility, rodeo grounds) to the main residential areas on I.R. #4 as well as scenic and recreation areas.

The Project will take place entirely on  Whispering Pines I.R. #4. The Project involves ~135 m2 of excavation to create a ramp. Clearing and grubbing will be required for the construction of  the 470 m long pathway. No works near water are required. The total project area is ~1140 m2.

Notice of Determination

November 19, 2025 - Housing, Infrastructure and Communities Canada has determined that the Westsyde Road Multi-Use Pathway: Phase 2 Project (the Project) is not likely to cause significant adverse environmental effects.

This determination was based on a consideration of the following factors:

  • Impacts on rights of Indigenous peoples;
  • Indigenous knowledge;
  • community knowledge;
  • comments received from the public; and
  • technically and economically feasible mitigation measures.

Mitigation and monitoring measures taken into account for this determination included active and adaptive management measures that would be implemented for the protection of local environmental.  Based on the consideration of these measures, Housing, Infrastructure and Communities Canada is satisfied that that the carrying out of the Project is not likely to cause significant adverse environmental effects.

Therefore, Housing, Infrastructure and Communities Canada may carry out the Project, exercise any power, perform any duty or function, or provide financial assistance to enable the Project to be carried out in whole or in part.
