Shoal Lake 40 First Nation Wastewater Treatment System

The project will involve the construction of a wastewater treatment system which will utilize Submerged Attached Growth Reactor (SAGR) treatment cells, with a grinder, microscreen, clarification, and UV disinfection located inside a proposed 380 square meter building. The treatment system will accept both hauled sewage from the existing septic tanks in the community and collected wastewater from piped services for future housing developments, designed for 20 years. A generator will be installed on the premises in case of power outages. The total footprint for development is approximately 10,000 square meters including the proposed buildling, SAGR cells, driveway, upgrades to the access road, waterwaste piping and borrow area.

The discharge of the system will be an above-ground outfall located adjacent to a wetland which connects to Snowshoe Bay in Shoal Lake. Shoal Lake is used as a drinking water source for the community and Winnipeg. The intakes for both these systems are in Indian Bay, on the opposite side of the Shoal Lake 40 peninsula. The treated effluent is expected to meet all effluent guidelines and not impact the water quality of Shoal Lake.

To help inform this determination, Indigenous Services Canada is inviting public comments until July 15, 2026, respecting that determination.
