Lubicon Lake Band #453 Photovoltaic Solar Array Project

Lubicon Lake Band is proposing the construction of a photovoltaic solar array in a green field development. This project is a sub-project of a larger Lubicon Lake Band Community Infrastructure Project.

This project will include the following components:
- Geotechnical investigation of the array area;
- Tree clearing;
- Site grading;
- Construction of the solar array; and
- Construction of an access road. 

The project site is located north of and immediately adjacent to Highway 986. There is an existing cell tower site and access road to the west of the project site. An existing power pole (ATCO Feeder #812-502) is south of the project site on the south side of Highway 986.


New infrastructure associated with the solar array will include solar module frames, a 600 V e-house, transformers, field junction boxes, direct buried cable, and power poles. A new access road will be constructed to connect the array area with the existing access road to the west. 


Construction will include tree clearing, site grading, and trenching. Routine maintenance will be required after construction is complete which includes truck access to the e-house and solar panels. Grass will be cut within the fenced perimeter to maintain appropriate access to the panels.

Natural Resources Canada and Indigenous Service Canada are providing funding for the Project.

July 3, 2026 – Natural Resources Canada and Indigenous Services Canada intend to make a determination regarding whether the carrying out of the project is likely to cause significant adverse environmental effects. To help inform this determination, Natural Resources Canada and Indigenous Services Canada are inviting public comments until August 3, 2026 respecting that determination.
