Installation of a line of floating docks at Grande-Entrée harbour in Magdalen Islands

The fishing harbour of Grande-Entrée, owned by Fisheries and Oceans Canada - Small Craft Harbours Branch (SCH), is located in the Magdalen Islands.

A fire occurred at the Grande-Entrée fishing harbour on June 30, 2024. This fire severely damaged wharf 406 which is no longer usable and must be rebuilt. Several preliminary steps are required for the reconstruction of wharf 406 (structural inspection of wharf 406 following the fire, assessment of possible design options for its reconstruction,  plans and specifications, environmental procedures, etc.). Wharf 406 will not be rebuilt and operational for the 2025 fishing season. Therefore, temporary measures must be put in place to allow the continuity of the essential service to commercial fishing in the Grande-Entrée harbour for the 2025 fishing season  and during the reconstruction of wharf 406 in the coming years. It is intended that these temporary measures be in place and functional from May 1, 2025 to March 31, 2027 (minimum) and could be extended depending on the progress of the project to rebuild wharf 406. Following the fire, 12 fishermen must be relocated because they could no longer use the mooring spaces they used before the fire.

The project includes the completion of the following works : 

  • Move the existing protective structure on the eastern side of the harbour by a width of approximately 10 meters so that operations can be carried out from this area;
  • Dredge an operating basin of about 50 meters by 175 meters to provide a safe water depth for access to the new line of floating docks;
  • Install a new line of floating docks with access walkways;
  • Install services (lighting, electricity, water) on the floating pontoons

Fisheries and Oceans Canada - Small Craft Harbours (DFO-SCH), Fisheries and Oceans Canada - Fish and Fish Habitat Protection Program (DFO-FFHPP) and Transport Canada (TC) publish the Notice of Determination and have determined that the project is not likely to cause significant adverse environmental effects.

This determination was based on the following factors:

  • impacts on the rights of Indigenous peoples of Canada;
  • Indigenous knowledge;
  • community knowledge;
  • comments received from the public; And
  • technically and economically feasible mitigation measures.

Mitigation measures will be implemented for several elements of the environment, in particular the following elements: air, water and fish. The various mitigation measures for the project are attached.

Fisheries and Oceans Canada - Small Craft Harbours (DFO-SCH), Fisheries and Oceans Canada - Fish and Fish Habitat Protection Program (DFO-FFHPP) and Transport Canada (TC)are satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.

Therefore, Fisheries and Oceans Canada - Small Craft Harbours (DFO-SCH), Fisheries and Oceans Canada - Fish and Fish Habitat Protection Program (DFO-FFHPP) and Transport Canada (TC)may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
