J5D OPGW Upgrade Project

Hydro One Network Inc. (Hydro One) proposes to replace the two existing shield wires on its existing International Power Line (IPL) J5D with two new optical ground wires (OPGW), as well as replace and upgrade the circuit's telecom and protection equipment. The existing telecom and protection systems of IPL J5D and associated control equipment are reaching the end of their service life.

IPL J5D is an international 230 kV transmission line that crosses the Canada-United States border between Ontario and Michigan at the Detroit River. The IPL J5D is approximately 2.7 km in length, with 1.85 km located in Canada. The proposed activities will occur within the existing IPL J5D right-of-way in Canada as well as at Hydro One's Keith Transmission Station in Windsor, Ontario, where the IPL terminates. The replacement of the shield wires will be completed using a pulling cable method. The fibre cables will be laid within existing underground trenches between Transmission Tower #3 and the Keith Transmission Station. Relay replacement work will be conducted within the Keith Transmission Station. Construction is proposed to occur between October and December 2020, with an anticipated in-service date of 12 March 2021.

A portion of the IPL J5D right-of-way in Canada crosses federally-owned lands administered by the Windsor-Detroit Bridge Authority, which is subsidiary of Transport Canada. These lands are crossed by the IPL right-of-way between Prospect Avenue and the property boundary of Keith Transmission Station (located near the intersection of McKee Road and Sandwich Street) in Windsor. On these lands, IPL J5D is located below-ground between the property boundary of the Keith Transmission Station and Tower #3, and above-ground between Towers #3 and #4.  As OPGW replacement of the transmission towers crossing these lands was conducted previously as part of another Hydro One project (approved by the National Energy Board on 13 April 2016), the Project's proposed activities on these lands is limited to conducting OPGW infrastructure connections within the existing IPL right-of-way.
