Rehabilitation of York and Clarendon Courts and Clarendon Lane - Ottawa, ON

The Sussex Courtyards are a series of enclosed outdoor spaces behind the buildings on Sussex Drive in downtown Ottawa. The courtyards include Clarendon Court, York Court, Jeanne d'Arc Court, Tin House Court and Beaux-Arts Court, as well as Clarendon Lane—a recent addition to the courtyard network.

 

The courtyards are underutilized, deteriorating outdoor spaces uniquely positioned in the downtown core. The National Capital Commission (NCC) is developing a holistic landscape plan to rehabilitate all six courtyards. The current proposed project would rehabilitate York and Clarendon Courts as well as Clarendon Lane. The project area lies to the west of Sussex Drive and is bounded by York Street to the north and George Street to the south. The objectives are to:

 

  • restore and protect the courtyards' character-defining heritage features
  • make them safer, more accessible and more attractive to tenants and the public

 

The NCC proposes to undertake the following scope of work:

 

  • Retain and protect all existing trees
  • Improve stormwater drainage
  • Replace glycol snow melt system
  • Improve lighting while taking into account public safety, heritage, and dark-sky/bird-safe design considerations
  • Replace or reset pavers
  • Install permanent hand railings
  • Install planters and soil cells to improve health of existing and new trees
  • Plant perennials, shrubs and small trees in planters
  • Install benches and waste receptacles

 

The proposed project would take place on lands owned by the NCC, and will be subject to a federal land use, design, and real estate transaction approval under the National Capital Act. The NCC will make a determination under the Impact Assessment Act.

 

Construction is anticipated to occur from fall 2023 to spring 2024.

October 16, 2023 – The public comment period on the project is closed. The National Capital Commission is considering comments received to help inform its determination on whether the carrying out of the project is likely to cause significant adverse environmental effects.
