Rockpoint Aboveground Tank Replacement with Underground Tank within 15-13-017-09 W4Mm – Canadian Forces Base Suffield

The Department of National Defence (DND) is proposing a project. The work is located entirely within CFB Suffield and is to be undertaken by Rockpoint Gas Storage (Rockpoint) at 15-13-017-09 W4M. Rockpoint is the proponent and is responsible for the overall coordination and implementation of the project. The project involves the replacement of an existing above-ground storage tank with one new 2,000-gallon (9,100 L) underground storage tank located within the existing approved facility footprint. The tank measures approximately 5 ft (1.5m) in diameter x approximately 19 ft (5.8m) in length. Construction activities will include removal of the existing above-ground tank, excavation of an area approximately 20 ft × 20 ft (6.1 m × 6.1 m) and 10 ft (3 m) deep, installation of the new underground tank, connection to the existing caisson, and backfilling of the excavation. No imported fill will be required, and excavated materials will be managed on site. During operation, the underground tank will serve the same function as the existing tank and will support ongoing facility operations. The replacement is being undertaken to accommodate planned modifications to the nearby firing range and represents an in-kind infrastructure upgrade. Upon completion of its service life, the underground tank would be decommissioned and removed in accordance with applicable regulatory requirements. All project activities will occur within previously disturbed areas and the existing approved facility footprint, with no expansion of operational areas or additional site disturbance.

September 10, 2026 - The Department of National Defence intends to make a determination regarding whether the carrying out of the project is likely to cause significant adverse environmental effects. To help inform this determination, the Department of National Defence is inviting public comments until September 19, 2026 respecting that determination.
