Wharf Reconstruction at Carmanville SCH, NL

The proposed project at Carmanville SCH includes the demolition, removal, and reconstruction of a portion of the wharf. This will be a like-for-like replacement, with the new wharf being constructed within the existing wharf's footprint. The new portion of the wharf will be constructed of: a timber cribwork structure with associated rock ballast, reinforced concrete wharf deck, fendering, timber wheelguard and blocking, mooring cleats and blocks, and ladders. In addition, the area south of the wharf will be dredged to increase the depth in the berthage area. Approximately, 800 meters cubed of dredge material will be removed from the harbour basin. During the dredging process the floating dock system located on the southern side of the wharf will be repositioned temporarily until dredging work is completed. Considering work is only taking place on a  portion of the wharf, a temporary access road will need to be constructed to access the remainder of the wharf.  Armourstone  will be partially removed to facilitate temporary access to the remaining wharf, and re-installed once the temporary access road is no longer needed. A new rock mattress and scour protection will be installed on the south facing side of the new portion of the wharf. All demolition debris, including dredge material, will be disposed of at an approved disposal site.

Notice of Intent to Make a Determination – Start of Public Comment Period

September 18, 2026 – The federal authorities intend to make a determination regarding whether the carrying out of the project is likely to cause significant adverse environmental effects. To help inform this determination, the federal authorities are inviting public comments until October 18, 2026 respecting that determination.
