Breakwater Rehabilitation at Fortune SCH, NL

The proposed project at Fortune SCH includes the removal of existing steel sheet pile (SSP) containment cells and the installation of additional rock materials to the breakwater. The existing SSP containment cells are located on the southeastern side of the breakwater and in a state of disrepair. The proposed work intends to remove these SSP containment cells from the breakwater and replace them with rock materials in order to maintain the breakwater's structural integrity. Prior to the removal of the SSP containment cells, the navigation light will be removed, and rock materials from the existing breakwater will be removed and stockpiled for later reinstallation. The SSP containment cells will be cut and partially removed, then encapsulated in rock materials. The additional rock materials will be blended with the slope of the breakwater and result in approximately 265 square meters of new footprint below the low normal tide.

Notice of Intent to Make a Determination – Start of Public Comment Period

September 18, 2026 – The federal authorities intend to make a determination regarding whether the carrying out of the project is likely to cause significant adverse environmental effects. To help inform this determination, the federal authorities are inviting public comments until October 18, 2026 respecting that determination.
