Construction of Four Modular Teacherages on Webequie First Nation

The Proposed Project

Webequie First Nation is proposing the installation of 4 modular teacherages (78 sq.m each) to replace 3 existing teacherages that are in poor condition and add 1 additional teacherage. Activities are as follows:

  • The demolition of the existing teacherages;
  • Site preparation for the modular units to be delivered via winter road to be placed on permanent foundations;
  • Leveling and compaction by heavy equipment with aggregate (source 13 km from community) prior to screw pile install;
  • New water and sewer connections (1 per site) and electrical connections (unknown if new pole and transformer is required);
  • Installation of 4 new fuel day tanks for heating;
  • Designated substances surveys to be completed by a professional for existing teacherages and provide disposal plan of demolished teacherages, if required;
  • Landscaping for vehicle access and positive drainage grading.

This project will help with teacher retention by improving the living conditions of resident teachers teaching at the community's school, Simon Jacob Memorial Education Centre.

Notice of determination

May 11, 2026 – Indigenous Services Canada has determined that the proposed project Construction of Four Modular Teacherages on Webequie First Nation is not likely to cause significant adverse environmental effects.

This determination was based on the following factors:

  • There will be positive impacts on the rights of Indigenous peoples associated with the construction of the teacherage that helps with community's retention of teachers by providing safe and comfortable housing.
  • The community has confirmed that no traditional or cultural use of the land occurs in the selected locations, and the project is supported by community members and Chief & Council.
  • No comments were received by the public.
  • During construction activities, mitigation measures to ensure the protection of the environment, and safety of members of the community will be implemented. Mitigation measures proposed for the project have been prepared and reviewed by ISC.

Implementation of mitigation measures is required and have been provided for the project to address:

Noise: During construction, it is anticipated that noise generated from machinery and construction crews will be encountered.

  1. Vehicle and equipment will be inspected to ensure they are in good repair;
  2. On-site vehicle and equipment idling will be discouraged and where practical, limited;
  3. Dust generation from construction activities is to be controlled using water sprayers, where applicable;
  4. Vehicle hauling soil, aggregates or fine or dusty material will be covered to minimize the generation of dust;
  5. Construction should be avoided during times of excessive wind (>30km/hr) and dry conditions to minimize the release of airborne particles.
  6. Transportation and delivery of construction materials will be scheduled to minimize the amount of bulk construction materials stored on-site at a given time;
  7. Speed limits within the site are to be 20 km/h in the project area to control dust generation.

Air Quality: Dust from construction and demolition activities (excavation, backfilling, grading) is also expected.

  1. Construction (including the operation and the use of machinery) will not take place outside of regular working hours to minimize disturbance;
  2. All vehicles will be properly tuned up and include noise muffling devices;
  3. Equipment will be properly maintained or replaced so the Sound Emission Limits for construction equipment, as listed in the Ontario Ministry of Environment, Conservation and Parks Publication NPC-208 will be respected.

Indigenous Services Canada is satisfied that that the carrying out of the project is not likely to cause significant adverse environmental effects.

Therefore, Indigenous Services Canada may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
