Power System Replacement, Helipad Construction, and Soil Remediation at Sand Hill River Counting Facility, Labrador

The proposed project at the Sand Hill River Counting Facility includes: the removal, relocation, and replacement of the electrical building; upgrades to the existing electrical systems; the extension of the existing raised wooden walkway to facilitate access to the new electrical building; the construction of a new gravel helipad; the construction of a new walkway from the helipad to the existing walkway; the replacement of the fuel drop pad; and the remediation of contaminated soils. The new walkway from the new electrical building to the existing walkway will be installed on concrete blocks and raised above the ground with wood posts. The old electrical building will be demolished and removed. All materials will be disposed of at an appropriate disposal facility. The new electrical building will be installed in a similar fashion to the walkway – on concrete blocks and raised on wooden posts. The footprint of the new electrical building is approximately 20 square meters. The new helipad will be constructed of granular material compacted down into a 54 square meter area on the northern side of the property. The existing access route from the helipad to the site is an undeveloped footpath. The new walkway would be installed in the same route as the footpath with minimal tree cutting. The new walkway will be installed on concrete blocks and raised above the ground with wood posts. The existing fuel drop pad will be demolished and removed, then subsequently replaced with a new pressure-treated timber structure that will expand upon the existing footprint by approximately double. The area identified as containing  impacted surface soil is located on the easternmost area of the property.  The soil will be removed and transported off-site for treatment and disposal at a licensed soil recycling facility.

August 9, 2026 – The public comment period on the project is closed. The Federal Authorities are considering comments received to date to inform its determination on whether carrying out of the project is likely to cause significant adverse environmental effects.
