Binche Whut'en - Lift Station 1 Relocation

Lift Station 1 is one of two community lift stations servicing the Binche Whut'en community on IR2. The lift station is located at the intersection between Binche Keyoh Way, Mandine Drive, and Duncan Drive.  A condition assessment of the existing lift stations was completed as part of emergency operations and maintenance work approved by Indigenous Services Canada.  It was recommended that the wet well of Lift Station 1 be replaced and relocated across Duncan Drive prior to the construction of a back up generator and electrical upgrades. 

 

The Nation's consultant conducted a review to identify potential environmental effects associated with the proposed works on reserve land and confirm compliance with the Impact Assessment Act.  The review determined that no significant environmental impacts are anticipated with the implementation of standard mitigation measures.  The project is located within a previously disturbed area and will require only minimal vegetation clearing.  Additionally, the proposed culvert installation within existing roadside drainage ditches is not expected to trigger a Fisheries Act Authorization or a BC Water Sustainability Act Section 11 Notification or Approval, as the ditches are man-made features with intermittent flow and limited capacity to support fish or fish habitat.  A Species at Risk screening identified several species with potential to occur in the broader area.  A BC Conservation Data Centre search also identified a mapped occurrence of White Sturgeon in Stuart Lake; however, no project-related impacts are anticipated to any of these species if the project follows appropriate mitigation measures.  Mitigation measures have been proposed as part of the submission to Indigenous Services Canada.  Finally, an archaeological records search through the ILRR Archaeology Branch identified no sensitive archaeological sites within the project area. As the project is located within IR2, engagement with a qualified archaeologist and implementation of a chance-find procedure during construction is recommended.

 

The lift station project includes a prefabricated lift station wet well design, and structural pad designed based on the geotechnical conditions at the proposed site.  Once the prefabricated lift station is installed, a 300 mm by 500 mm tall upstand wall is recommended around the base of the wet well.  Within the lift station, unreinforced mass concrete is to be poured under the base of the tank separately as required by tank supplier.

To help inform this determination, Indigenous Services Canada is inviting public comments until September 11, 2026 respecting that determination.
