Integrated Solid Waste Management System: Landfill Development Project for York Landing, Manitoba

York Factory First Nation (YFFN) proposes to design, construct, and operate an Integrated Solid Waste Management System anchored by a new engineered landfill facility for York Landing, Manitoba. The project will replace the aging and non-compliant waste disposal system and will support current and planned housing growth

The project will be delivered through final planning and capital construction phases. Final planning activities include environmental and geotechnical studies, Indigenous and community engagement, detailed road and landfill construction (IFC) design, and a decommissioning/remediation plan for the existing waste site. Capital work includes site clearing and grading, excavation, access road upgrades/extension, internal roads, landfill cells, leachate collection and lined retention pond, secondary treatment, drainage and surface water controls, passive landfill gas management/methane flaring, waste diversion areas, hazardous waste and e-waste/material sorting storage, organic waste composting, perimeter fencing/security, site signage, solar-powered infrastructure, an operations/storage/inspection building, and a transmission vehicle.

The new facility will include engineered cells with geosynthetic liners and drainage layers, a leachate collection network designed to protect groundwater, and landfill gas controls to reduce methane and odour. The project also includes closure, decommissioning and remediation planning for the existing waste site with long-term groundwater and environmental monitoring. The estimated construction footprint includes approximately 45,000 m2 of vegetation clearing, 15,000 m2 of excavation, and approximately 25,000 m2 of new construction/works.

To help inform this determination, Housing Infrastructure Communities Canada (HICC) is inviting public comments until August 6, 2026 respecting that determination.
